Research Software for Data-Driven Discoveries

Software is an essential component of data-driven research, some calling it the ‘instrument’ of Data Science. Yet in research organizations, the instrumentalists that build these essential tools are often under-supported. Science funders are attempting to tackle this phenomena in multiple ways, both inside and outside the university, spending significant resources on software tools and builders. How can we improve this situation further and what can well-resourced research organizations contribute beyond doing great Science and releasing useful software?
