Objective

The Simons Foundation (SF) and Simons Foundation International (SFI) intend to continue supporting basic science and mathematics in Ukraine, with the goal of fostering research excellence and international collaboration.

Toward this goal, SF and SFI plan to initiate a new program to fund eight to 10 Centers of Excellence through a competitive open call to the research community in Ukraine.

Each Center of Excellence (CoE) is envisaged to be an academic unit with ambitious research and training programs in cutting-edge computational, data-driven and theoretical basic science as well as programs in mathematics. Proposals with experimental or observational science projects supplementing the primary computational, data-driven and theoretical programs will be considered for funding in exceptional cases.

Research output of CoEs is expected to be of the highest quality, impacting the development of each respective field, with well-defined scholarly deliverables disseminated via open access repositories and internationally recognized peer-reviewed journals.

Eligibility

Each CoE should have a verifiable nonprofit status in Ukraine, or be part of a larger entity that has this status — a nonprofit university or academic institute — where the CoE would have independent operation and administrative structure. Each proposal should clearly delineate the envisaged status and structure of a CoE within a host institution, or outside of it. CoEs may be located in any region of Ukraine in a physical space conducive to research in basic science and mathematics.

Each CoE is expected to benefit nearby institutions by welcoming other scientists to participate in scholarly activities, and by stimulating the work of younger researchers from those institutions. Each proposal should clearly outline concrete plans to become a hub of excellence for nearby institutions.

CoEs should seek scientific exchanges with those leading research institutions outside Ukraine that prioritize basic science and mathematics. Plans of partnership with institutions outside Ukraine with concretely identified resources supporting such partnerships would be an important consideration.

Simons Foundation employees who receive a W-2 (Wage and Tax Statement) from the Simons Foundation, including employees of the Flatiron Institute, may not apply as a Principal Investigator (PI) to any Simons Foundation or Simons Foundation International Requests for Applications (RFAs) released by the Simons Foundation. PIs and any project personnel listed on the application who will receive funding for salary, travel, support for students, postdocs or research staff, lab equipment, computing time or other individual expenses may not be employees of the Simons Foundation, which includes the Flatiron Institute.

Level and Duration of Funding

Each CoE will be funded at up to $200,000 per year for three years, for a total award of up to $600,000, including indirect costs. After three years, there is a possibility of a review-based extension for two more years. No extensions beyond the five-year period should be expected, except for a one-year no-cost extension when appropriate.

Each group of proposers should outline plans for continuation of the proposed research beyond the five-year period. The growth of a community of scholars who will carry the respective research beyond CoE’s duration will be an important consideration. A good measure of success of a CoE would be the acquisition of major European grants during or after the five-year period.

Please note that in the event of budgetary or other considerations, the Simons Foundation, Inc. (“the Foundation” or “SF”) reserves the right to refer an application to the Simons Foundation International, Ltd. (“SFI”) for consideration and funding. SFI and SF have entered into an agreement pursuant to which SF provides program operations and grant administration services, including payment processing, to SFI. SFI grant recipients are subject to SF Policies and Procedures.

Center of Excellence Composition and Budget Example

An example of the composition and budget of a CoE is given below. Reasonable variations on both the structure and budget presented below will be permitted.

Each CoE may be led by five or six Principal Investigators (PIs) who will set the scientific agenda and be responsible for its fulfillment. The PIs are expected to hold Ph.D.s, be excellent scientists with a strong record of internationally recognized scholarship, and be at the active stages of their respective research careers. Their scholarship should be comparable to those of assistant, associate or full professors in research-active U.S. universities. Interdisciplinary groups of PIs are welcome. Up to two PIs with joint appointments in internationally recognized leading institutions outside Ukraine will be acceptable.

One of the PIs will serve as Director of a CoE, and be the person of contact with SF. The Director will be responsible for the academic administrative matters, including the budgetary oversight of a CoE.

The PIs in each CoE will collectively hire five to 10 Research Scientists (RS), who should all hold Ph.D.s. RSs will engage in research agenda defined by the PIs, and will also be afforded freedom to pursue research projects of their own relevant to CoE.

The PIs and RSs in each CoE will be expected to recruit 10–15 students from nearby universities, and to engage them with the scientific agenda of the CoE.

Each CoE will have an Administrator, who will report to the respective Director and who will work on logistics and budgetary matters of CoE.

Each PI would receive up to $700 as a base monthly salary ($8,400 annually), and could in addition receive up to 20% of their base salary for fringe benefits ($140 monthly, or $1,680 annually). The award will provide 20% of the combined base salary plus fringe benefits as indirect cost recovery, bringing the annual budget for each PI up to approximately $10,080 ($12,096 including indirect costs). The Director can receive an additional stipend of up to 20% of their base salary. Fringe benefits should not be included on the Director’s additional stipend.

The annual budget for five PIs with the Director among them could add up to approximately $52,080 ($62,496 including indirect costs).

Each RS would receive up to $500 per month as a base salary ($6,000 annually), and can in addition receive up to 20% of their base salary for fringe benefits. The award will provide 20% of the combined base salary plus fringe benefits as indirect cost recovery, bringing the annual budget for each RS up to $8,640. As an example, the total annual budget for seven RSs would add to $50,400 ($60,480 including indirect costs).

The CoE Administrator would receive up to $500 per month as a base salary, and could in addition receive up to 20% of their base salary for fringe benefits. The award will provide 20% of the combined base salary plus fringe benefits, as indirect cost recovery, bringing the annual budget for one Administrator to $7,200 ($8,640 including indirect costs).

Thus the total annual budget for five PIs, seven RSs, and one Administrator could be up to $109,680 ($131,616 including indirect costs).

The remaining funds of $56,986 annually (approximately $68,383 including indirect costs) should be used on stipends for students (up to $200/month plus up to 20% fringe benefits per student), computers and computational needs, sponsoring lectures, conferences, seminars, travel, or for covering publication costs and small incidentals.

CoEs with experimental or observational science projects supplementing the primary computational, data-driven and theoretical programs will be considered for funding in exceptional cases, with an additional equipment budget of up to $50,000 per year. Indirect costs cannot be taken on equipment with a unit cost of more than $10,000.

Applications must be submitted via the Simons Award Manager (SAM). Please click on the Funding Opportunities icon, navigate to the President Directed – Centers of Excellence call and click the Create Application button to begin. Applications should be started and submitted under the applicant’s (the CoE Director’s) own account in SAM. The deadline for application submission is Wednesday, July 1, 2026, at 12:00 p.m. (noon) Eastern Time, 18:00 Eastern European Summer Time.

      • Proposal Narrative (up to fifteen [15] pages): Please download the template provided in SAM by clicking the link in the field instructions, then upload the completed document using the Upload button. The template asks for details on the following:

      • Resources and Research Environment: Use the provided template. Please download by clicking the link in the field instructions, then upload the completed document using the Upload button. The template asks for details about the facilities to be used for the proposed research, and details about major equipment, if applicable.
      • Indicate the extent to which generative AI technology was used to develop your proposal.
      • Indicate whether the CoE Director or any project personnel listed on the application are affiliated with the Simons Foundation or the Flatiron Institute.
      • Data & Renewable Reagents: Indicate whether data and/or renewable reagents will be generated by your research and your plan for sharing data and renewable reagents (if applicable) by answering the provided questions.
  • Contacts & Personnel Tab:
    • Institution administrative contacts are required. You must add at least one Institution Signing Official and Financial Officer to the Institution Administrative Contacts section before you will be able to submit.
    • Project Personnel: Please indicate all personnel on the proposed project. Please do not add the CoE Director (the main applicant) to this section, because they will already automatically display in the budget. Project personnel include any other individuals who contribute to the scientific development or execution of a project in a substantive, measurable way, whether or not they request salaries or compensation. Personnel can be added either with or without access to the application. Project personnel who will be named in the budget must be added to the Project Personnel section on this tab before they will display as available options in the budget module. This does not apply to TBD personnel.
      • If other PIs within the CoE will be at different institutions from the CoE Director during the proposed project, they should be listed as subcontract personnel. If this is the case, please select ‘Yes’ under ‘will there be a subcontract?’ and add the personnel. Please assign their role (e.g. Additional Principal Investigator) in the Add/Modify Project Personnel window.
  • Budget Tab: Click the Edit/Modify button to add a detailed budget. The budget cannot be completed until project dates are entered in the Proposal tab. If a budget has more than one period, using the ‘copy from previous period’ functionality will copy items from the previous period into the current period. Expenses should be listed in USD.
    • Subcontractor budgets, including budgets with PIs from a different institution than the CoE Director, will be visible once the subcontract personnel is added in the Contacts and Personnel tab and a role assigned, as described above.
    • Budget Considerations:
      • Personnel: Please see the RFA text for details on the personnel who should be included in the budget and their proposed rates. Reasonable variations on both the structure and budget will be permitted.
      • Fringe benefits: Fringe benefits of up to 20% of base salary may be included for all personnel, with the exception of the director’s additional stipend.
      • Indirect costs (IDCs): Indirect costs to the primary institution are limited to 20% of direct costs with the following exceptions: equipment, tuition and any portion of each subcontract in excess of $25,000 USD. The primary institution may take indirect costs on the first $25,000 USD modified total direct costs of each subcontract. Indirect costs paid to a subcontractor may not exceed 20% of the modified total direct costs paid to the subcontractor.
      • Equipment: The Simons Foundation will own equipment purchased with foundation grant funds with a unit cost of $50,000 USD or more. At the end of the grant funding period or in the case of grant termination for any reason, the foundation reserves the right to retain ownership or cede ownership to the PI’s institution. Equipment with a unit cost of less than $50,000 USD shall be the property of the institution.
      • Budget Maximum: Each CoE will be funded at up to $200,000 USD per year for three [3] years, for a total award of up to $600,000 USD, including indirect costs. As with all Simons Foundation funded projects, it is at the foundation’s discretion to modify final budgets as needed
  • Other Support tab: Follow instructions for providing other support information for all key personnel on the project. If using a PDF upload, use the NSH, NIH or SciENcv format.
  • Organization Assurances tab: Indicate if the application has organizational assurances, including IRB and/or IACUC. If so, click the Add/Modify Assurances button to add the assurance type, status, approval date, expiration date and protocol number. There is a ‘pending’ option for assurances that are in process, and to-be-determined dates can be left blank.
  • Check Application Progress: Click the Check Application Progress button to check for any missing required information or files. All missing required information will be listed at the top of the screen and must be corrected before the application can be submitted.
  • Send for Sign-off: When the application is complete, click on the Send for sign-off button to send to your signing official for signature. The Signing Official added to the Contacts & Personnel section of the application will see the application in the Applications to Review section when they log in to SAM and will be responsible for signing and submitting the application to the Simons Foundation.
  • Confirmation of submission: A confirmation page will appear on the Signing Official’s page once the application is successfully submitted. Please note that you will not be able to submit an application if the deadline has passed.

      The page limit is 15 pages. Please use the Proposal Narrative template provided in SAM. The template asks for details on the following:

      Can I email or mail my proposal?plus--large

      No, proposals must be submitted online via the Simons Award Manager (SAM).

      Can I make changes to the proposal once it has been submitted?plus--large

      You must contact the Simons Foundation before the deadline to make changes to an application that has been submitted. Please email [email protected] if you would like to un-submit your proposal for any modifications.

      Can someone else (assistant, staff member, etc.) submit my application for me?plus--large

      Yes, adding a user to the Institution Administrative Contacts section of the application as an Institution Administrator will give them full access to edit an application and submit it for sign-off. To do so, the person who created the application would navigate to the Contacts and Personnel tab of the application. Under the Institution Administrative Contacts section, they would select the user and use the drop-down to indicate their role. If the user does not yet exist, click on the Create New Institution Official button, and add the newly created user as an Institutional Administrator.

      Separately, to modify another user’s degrees and other support, the user must add them to the Profile Access tab of their profile.

      Will I get a confirmation email after I submit?plus--large

      Yes, a confirmation email is sent upon submission. Additionally, the proposal will be in the Submitted tab of the Applications in Progress table after submission.

      I get an error message citing a missing section when I try to submit.plus--large

      The Check Application Progress button reviews your proposal for missing sections. The submission instructions list the required sections and attachments. You must complete the missing items listed in the error message. If you are still receiving error messages after completing and saving the indicated sections, please contact [email protected].

      What do I do if I have a question about my application?plus--large
